ECBII is a business enterprise development with a primary purpose of job creation, job retention, and small business development.

The Edgecombe County Business/Industrial Incubator (ECBII) is a 40,000 square feet new construction located at 110 Fountain Industrial Park in Battleboro, North Carolina in rural Edgecombe County. ECBII is located within the adjacent major industrial corridor for Edgecombe and Nash counties off Highway 301 North and easily accessible to U. S. Highway 64 and Interstate 95.

ECBII is a unique and innovative initiative having four primary objectives:

  • First, to foster the development and growth of technology and informational small businesses;
  • Second, to maximize the competitive position of businesses within the region;
  • Third, to provide employment opportunities; and
  • Fourth, to foster the development and growth of the Edgecombe County area by working to attract potential high growth, high performance enterprise, generating high wage jobs in the area.

The Incubator offers a wide variety of critical and cost-effective services that can make the difference in the success of your growing business. ECBII provides facility and resources to small businesses and technology companies in start-up and operations. Douglas Block

Welcome to the Douglas Block!

The Douglas Block is a public-private redevelopment project resulted in a thriving commercial center in Downtown Rocky Mount. Phase One of the Douglas Block is the renovation of six historically significant buildings, all of which comprised the African-American business district of the downtown area in the early to mid-1900's. The $8 million redevelopment has been financed by a combination of historic tax credits, new market tax credits, a Section 108 HUD Loan, and public investment. This special financing structure allows for unique and remarkable opportunities for locating your business at the Douglas Block.

The six renovated buildings are the Douglas Building, the Manhattan Building, the Booker T. Theatre, the Burnette Building, the Stokes Building, and the Thorpe Building, The City of Rocky Mount, the Rocky Mount/Edgecombe Community Development Corporation, and the Rocky Mount Area Chamber of Commerce all have staff dedicated to presenting these properties to prospective tenants. Phase II of the Douglas Block Redevelopment Project includes a three story infill building just east of the Douglas building. This addition has been approved by the National Parks Service, as required for this historic area. The infill building will offer additional commercial space on the first floor and as many as 16 residential apartments on the second and third floors. Phase II includes another infill site adjacent to the Booker T. Theatre. This property will yield five apartments, bringing the total number of possible apartment spaces at the Douglas Block to 29 units. Phase II may also include the development of out-parcel development at the corner of Atlantic Avenue and Thomas Street.
